Background & Overview

LOSD is seeking a Conditional Use Permit to place a transportation operations and maintenance facility at 6333 Lakeview Blvd., which was previously an industrial building and is currently used as warehouse storage for the school district. In 2019, the City of Lake Oswego Design Review Commission (DRC) did not approve the district’s permit request. At that time, the Lake Oswego School Board directed the district to pause on submitting an appeal of the DRC decision to allow time to assess and address suggested changes requested by the neighborhood before submitting a new application. Since then, LOSD has met with neighborhood leaders and conducted outreach to residents nearest the proposed location to better understand cited concerns. The new proposal is being developed to meet or exceed the development code and address neighborhood concerns. 

LOSD Community Commitments for Reliable, Efficient, Sustainable Service

  • Lake Oswego location to ensure reliable and efficient transportation service
  • Large enough footprint to park the entire bus fleet plus staff vehicles onsite safely and securely
  • Infrastructure to maintain existing and potentially new (electric) vehicles
  • Office and gathering space to support transportation operations
  • New charging infrastructure with the potential to provide the grid with excess power and serve as a neighborhood charging station during power outages

LOSD Facility Commitments: Sound, Sight and Security

  • Ten-foot sound wall and sound attenuating gates to serve as sound, visual, and security barriers to adjacent homes
  • New landscaping to make it aesthetically appealing
  • Security cameras projecting inside the facility and immediate frontage
  • Security lights without intrusion
  • Insulated maintenance facility
  • Sufficient backup and turnaround room to reduce beeping sounds

LOSD Transportation Commitment: Bus Fleet and Students On the Road at Different Times

  • Routing buses outside the neighborhood and away from the school
  • The bus fleet is out of the neighborhood during the morning commute and during elementary school arrival and dismissal times (except for buses serving River Grove neighborhood students).
    • Buses depart Lakeview by 7:25 a.m.; the school arrival bell is 8:20 a.m.
    • Buses return to Lakeview at around 10:00 a.m.
    • Buses depart Lakeview by 2:00 p.m.; the school dismissal bell is 2:40 p.m.
